About the job

Enabling the business to understand its performance by ensuring delay incidents are consistently and accurately attributed. This is achieved both by challenging external parties and by managing the functional attribution and resolution process within South Western Railway - promoting a culture of honest, open and trusting relationships focusing on causation rather than blame.

Your main responsibilities will be:

  • Ensure that all TRUST incidents are fully investigated, validated and correctly attributed.
  • Negotiate disputed incidents and support the business to do the same, leading the way to resolution with data quality at the heart of the process.
  • Build a climate of trust and team working, regardless of function or organisation.
  • Manage a robust process to capture all the information required to support delay incidents so that the root cause of the incident is clear.
  • Ensure all IT systems contain up-to-date and fit for purpose data in a timely manner thus ensuring the business is focussing on the right performance improvement activities
  • Identify all issue affecting data quality (including TRUST and offset problems), investigating their impact and providing evidence to fix anomalies
  • Resolve all Bugle arbitration incidents in a timely manner
  • Develop audit protocols to measure the levels of data quality delivered
  • Produce data quality reports, identifying variances, with actions plans to resolve
  • Monitor compliance with the Performance Data Accuracy Code and business process manual through systems compliance checks (e.g. berth offsets)
  • Act as the focus for performance data quality issues, identifying and making recommendations for improvements to the train performance data systems.
  • Manage the contractual elements of the train performance regime with customers including audit records
  • Proactively manage the delay disputes process to attain satisfactory settlement of level 2 & 3 disputes with all stakeholders.
  • Provide support to stakeholders in managing the relationship in respect of the train performance regime
  • Check the accuracy of the incentive regimes process and calculations and that all information has been provided to stakeholders in the required timescale.
  • Develop, in accordance with the Delay Attribution Processes and Rules (DAPR) the resolution of all disputed incidents and subsequent re-attribution, where applicable.
  • Arrange for unresolved TINs to be elevated to Level 3 resolution status providing evidence of the discussions held at Level 2 to inform the Level 3 process.

You'll need to be:

  • Knowledge of the delay attribution processes both within SWR and their interface with Network Rail including controlling documentation.
  • First rate stakeholder engagement skills. The successful applicant will be personable and have the confidence to challenge colleagues regardless of seniority in the organisation while maintaining an effective working relationship.
  • Excellent communication, negotiating and influencing skills.
  • Extensive investigation and problem-solving skills.
  • A self-starter with a “can do” attitude that takes the initiative
  • Knowledge of Railway IT systems including TRUST, Sirocco, Bugle

Desirable

  • Knowledge of more specialist Railway IT systems such as TMV.

About the location

South Western Railways HQ is based on the 4th Floor at South Bank Central, a stone's throw from the River Thames and a 10 minute walk from our busiest station, Waterloo. It is local to many well-known attractions, restaurants and retail facilities and is easily accessible by public transport.
